Change of ownership for vehicle end of life cert?

The basic question is, does the guy who is scrapping the car (breakers yard, not the actual owner of the vehicle) change the ownership to himself before getting the end of life cert? Full story is this:

Mate of mine crashed his Honda CRV 2 months ago in Wicklow down a small embankment into a shallow stream/river. Following morning it's recovered with a lot of work but this was covered by his insurance. He got payout from insurance minus the price the breaker was giving for the car and also got paid from him too. At this stage he enquired to the chap about how to claim the remainder of his tax back. He was told to send on the log book and NCT cert and he would send him on the end of life cert to claim what was remaining, the tax disc was still in the car and he said he'd send that out aswell. It was worth about €500 to claim back.

After a month of no communication, my mate rang the breaker who denied ever mentioning such thing and turns out had filled out change of ownership without my mates consent and claimed the 500 for himself.

What are the normal steps in writing off a car? It was a cat B write off, so is this declared first and then end of life cert? and if the write off is declared first, is it still possible to change ownership, like the guy did (illegally I think)?

first of all was it his insurance company that organised the recovery of car? if so make them aware of the situation,you are in titled to go back to the car after its recovered to get your personal belongings and documents,ie stereo,wallet,phone tax and insurance discs ect ect,if he has signed the car into his name he had to forge your mates signature which is illegal, sound like hes well dodgy as i deal with a lot of scrap yards recycling cars/vans ect they only need the reg of the car to issue a cert, any cars i take away or buy for scrap i ask the owner to send the log books back themselves or i get a cert and post onto them looks like he wanted all the documents sent to him so hes has all the evidence and maybe your mate wouldnt follow up on it defo take this further
 
He was paid by the insurance for the claim and then by the breaker for the car so it was no longer his to claim back the tax on it!
 
As above , if he sold the car to the breaker, that that!
 
As above if he sold then car to the breaker before he thought about clawing tax back he's fooked except for. The fact that breaker changed the logbook without signature
But he can do this legally aswell with the use of a commissioner of oaths to swear under oath he bought the car legally
 
Thanks for the replies lads. I understand that the car was not my mates anymore but the problem with it was, the guy said he'd send out the end of life cert so my mate could claim the tax back and then played dumb when he got in touch after not hearing from him.
Eiher way, he got through to the office today and owner was "in a meeting" so my mate said he'd get the guards to give them a bell in a while. Got a text a half an hour later to say there's a cheque on the way.
