Exhaust blow at cat

On Sunday I found a leak just where the exhaust pipe enters the cat (I think). Is this kind of repair standard enough that a local mechanic can repair it or is it work best left to the specialists?

Nowt complicated about it so any garage worth their salt (with a mig or tig welder) can fix that.
All about whether there's enough thickness left to weld it (without melting a bigger hole).

Do need to get it done as will get worse due to flex and corrosion, plus would fail emissions @ NCT due to "false" O2 being sucked into the system there (throwing out the readings at the tail end).

To do it right though best to have the section taken off the car so it can be fully inspected and if needed welded all around.
