Fuel tanks not filling up fully in Subaru Impreza

Hi guys.

Quick one: the fuel tank in the Subaru isn't fully filling. Either with the pump or a jerrycan. Scratching my head now what it could potentially be and thinking it might be a venting issue in the tank or the fuel filler neck.

Anyone has any suggestions about a potential fix as it's really annoying.

Drivers rear quarter there’s a breather hose inside give it a shot of an air line
Otherwise it could be the not return valve that’s sticking and not letting fuel in as it’s Jammed it’s at the bottom of the fuel filler pipe at the bend
 
Are you sure it’s not full and the gauge is reading wrong .
If not it’s probably this not return in the photos

that’s in in place on the fuel filler pipe
I don’t see how it would stick as they are fairly free
Was it changed recently or pipes taken off or anything

Thanks a million for the above information.

Car was sitting for a long while and I was wondering as well if it could be the charcoal cannister that is the cause of it (unsure and haven't checked it out yet). This was never replaced on the car since it was manufactured. Only new thing changed was a new spec c fuel hanger and a new 420lph pump added prior to mapping last year but the issue with the fuel tank only started a few months ago.

Looking up the diagrams for the fuel system as well was thinking about the vent valve that could be an issue as well.

I will start with what you recommended and work from there. Tank is definitely half full as the gauge is reading full (so this is the right half of the tank where the fuel level sender is) and the range is definitely reduced significantly.
