Subaru Legacy B4 RSK 1999

Hi,

I have a Subaru Legacy B4 twin turbo and I have baileys forge dump valve on her,I'd be driving easy about 2000 rpm and she would be fine but once I go over that she starts whining until she blows
Any idea if this is normal?
I recently got the first turbo recon she's was whining before this also.

I had that problem before and the seals on the dump valve were gone try swapping out the dump valve prob sort it
