Welcome along man, I seen it yesterday, very vague add, doesn't give much about engine, mileage, mods even. Maybe someone here will know the car but I'd be asking for a lot more info from seller too
Arches supplied, but they're cheap enough to buy, it's fitting and painting can get costly as you know. Try get someone to give a ball park on price there so you know what you have, and if there's rust on the arches, it's probably on sills and stuff also. Good thorough check needed

Welcome back
Really at this stage you would want to see it on a lift and know what your looking at and run an inspection camera down the inside of the sills and rear arches to make sure there not gone too far .

Thanks lads for all ur help but I was talking to him on the phone and I'd say it need more work than I'm willing to do so I think I'm going to pass I'm just going to have to keep looking really regretting selling my type r and past wrx now I've been looking the last year and it seems anything around my budget needs the same money put into it again to get it right keep saving and looking I think Thanks very much for your help lads I'll take it on board for the next one that comes up Still a good bunch of lads in the isdc

Best of luck with your search , very hard get a good classic at any money but i suppose it depends how good you want one or what models , they make good money , mostly the junk ends up on donedeal , alot of good stuff sells by word of mouth still.
I would avoid irish / uk classics at this stage as they are very tired.
As said you might get a nice jap wrx for 10-12k
That black type r you had was a beauty
