I'd say he's a messer. He's probably one of these people who thinks you only need a car that gets you from A to B and that car enthusiasts are a bit daft to spend money on cars, so he's decided to wind them up. If he knew that little about cars, he'd hardly know where the oil went in or how to let it out.

when i stand back and take a look at the local vtec owners the idea of running sand thru the engine doesnt seem to far ftched
