bov or dumpvalve

how ye lads,was wondering is there a difference in a dumpvalve and a bov,
am asking this because a lad gave me a dumpvalve today and said it would
fit a 98 wrx but wrote an the box is blow off valve,no fitting instructions came with it either,so i dont know what pipes to use,heres a picture of it,any help would be great thanks.
