Wouldn't let it annoy ya it's out since December 7, 2015.

Dosent look like a huge improvement either.

So far, what I have heard about Dirt4, it should be transfering all the good bits on newer and improved engine, while keeping the essentials why we love Dirt Rally. I am however very sceptical, as things they are implementing will go again dirt3 or dirt showdown route, which were arcades at its best. Id be happier if they just made few new tracks and cars and game will last us another year.

Btw afaik, Dirt rally is out since april 2015 but for pc only

I wouldn't be so sceptical. I will give them a chance. I think they will actually improve bits regarding handling and the way car feels after you tweak configuration on it. At least that's what they claim. Rally school appearance will also attract bigger audience which is always a good thing for community.
Personally, buying it as soon it's available. Can't wait
