NCT every year for older cars
In this section »
Early boost on back of car scrappage schemeCall for speed limit reductionDAVID LABANYICARS OVER 10 years old will have to be tested every year under changes to the National Car Test approved by the Minister for Transport. Noel Dempsey has also effectively banned excessively tinted car windows and noisy exhausts under the changes due to come into effect in January.

The Minister has accepted a range of additional checks in the NCT proposed by the Road Safety Authority.

The requirement for cars over 10 years old to be tested annually, rather than the current biennial test, is expected to lead to around 120,000 additional tests a year. The pass rate for cars aged 10 and over in 2007 was about 32 per cent.

The switch to an annual test should bring in about €6 million extra annual revenue for the test provider, although the new scrappage scheme is likely to see the number of cars in this age group fall.

Under the new rules, a car will fail the test if it has tinted windscreens or front-side windows with a light transmission level of less than 65 per cent. Car exhausts generating over 99 decibels will also fail. The NCT will also start testing rear fog lamps, reversing lights and rear registration-plate lamps.

Tyres will also have to have an “E” mark, certifying that their grip and performance meets international standards. This follows moves by the department to restrict the sale and supply of retreaded tyres.

The final change to the car test is that malfunction warning lights for airbags, electronic and anti-lock braking systems and electronic stability control will be checked. The vehicle will fail if these don’t work properly.

The RSA said the additional test items will improve vehicle safety and reduce road deaths and injuries.

But the authority has not suggested that vintage cars aged over 30 years should be included in the testing regime. Mr Dempsey has ruled out an increase in the €50 car test, and €28 retest, fees for 2010. The changes also make no mention of the car test being used to collect odometer readings.

Two new test centres will open early next year, in Carndonagh, Co Donegal, and in Greenhills, Dublin 24.

The changes come just weeks before Applus+ takes over car testing on January 4th after winning a 10-year contract, worth an estimated €400 million, and beating the current provider, NCTS Ltd, into second place. Applus+ operates car road-worthiness testing in Spain.

In May the Minister introduced penalty points for drivers without an NCT certificate, leading to a surge in applications.

Yeah right, they cant handle the amount of test they get at the momment.

Theres only 44 centers in the whole country.

thats bound to be a joke....
has anyone ever seen the state of the cars in Spain?

We are all screwed

:angry1: Sure the scrapage "scam" will only benefit the people who can afford to buy a new car, :angry1:
i wonder will they allow you to run the course of the current disc before it comes into affect :ponder2:

Car exhausts generating over 99 decibels will also fail Would this be measured when the car is at idle or if not then how many revs?????

Sure how can they give an accurate decibel reading when having it tested in doors is going to make it louder than it would be on the open road!

Huh? They are already currently in the test and have been when I NCT'd 4 years ago. :ponder2:

Again, all currently being tested as I failed on an airbag light 4 years ago. :ponder2:

Man that's such a "get out of jail free card" for the RSA. How may times have we heard that crap and year after year road deaths are similar if not increased. :cuckoo:

You bet your ass they will be at some point.

It may only be once a year now but I feel a tremendous amount of disgust driving into one of those test center and handing over money.

:angry1: :angry1: :angry1:

Well Taxi's are tested every year and their test is more expensive too AFAIK, I dont agree with the fact that cars over 30 years old don't have to be tested, thats a joke altogether! I also think they should've reduced the cost of the test or at least the cost of the retest!

Yeah they'll have to let your cert run its course, that just wouldn't be right

The test is a big scam, when they fail you for having a bulb blown yet they can't test your brakes on the rollers, they just drive it round the car park if it stops its a pass :angry1: Of course the car stops!, how else would you have gotten there! doesn't mean your pads aren't metal to metal or any number of other faults.
I don't know about you but i class brakes as a bit more important than 1 poxy bulb blown :angry1:

since when does loud exhausts and window tints reduce road safety...whats next?body kits and high spoilers?..load of bollox!

Excessively tinted windows i can almost understand.....
I know people that cant see out of their front windows properly at night if they are tryin to merge onto another road from a junction they have to open their windows to see properly, or floor it and hope for the best which seems to be their prefered method of driving......

Loud exhausts are a joke..... Show me any large engine car that wont go over 99db! And thats new out of the show room.....
I have a standard exhaust on my yoke and in an enclosed environment I bet even that will peak above the limit.

Yet more rediculous bulls**t from our wonderfull government :angry1:

If the NCT is about safety why would they not encourage people to have loud exhausts??? It stands to reason that if you can hear it coming before you see it, it has to be an improvement on safety as everybody knows your coming (and going):ponder2:

Does the 90 decibel level apply to sports bikes and harleys? Of coarse not.... That would make sense (under this train of thought) and the Irish Government don't do "common sense".

The new Kilcullen Carlow motorway is being opened ahead of schedule on Monday as the existing road is as quoted by the NRA yesterday "very dangerous". In the same sentence the spokes person gave the statistic that motorway driving is 10 times safer than secondary route driving. So if we only drive on motorway standard roads the average death toll on Irish roads would drop from 350 to 35 per year. I heard a statistic a few years back that if the Government spent the total raod tax revenue for just 1 year on the roads, we would have the best road infrastructure in the world. Now tell me that the Government give a sh*t about your safety. OK that's not fair, they care more about money in their pocket than your safety :naughty:

About 5 years ago when the "Speeding and anti-young male driver campaign" was in full swing my ex's mother was a senior nurse in Tallaght hospital. From first hand information alcohol was responsible for the majority of driver error road accidents at the time but this was never publicized as it did not fit in with the current bulls**t the Government was spinning at the time. The old school Fianna Fail voters liked their few pints in their local so you couldn't upset them. Doesn't the add say "you are 4 times more likely to crash if you've taken alcohol". Why isn't there an add saying "You are 10 times more likely to crash on an average road in Ireland than a motorway". I'm not for one second condoning drink driving but the last person to tell you the truth will be the Government.

So guys there is no point in trying to interpret this crap, it's simply another money making racket by the Government to try cover their asses and line their pockets. They couldn't give a toss about you (until election time)......................................
