Help changing wheel

I have changed a wheel before....

I have taken the 4 silver locknuts of the STI but there is a fifth that the screw thing won't engage with a black nut - it's on all 4 wheels
Is it a security nut so skangers won't steel my wheels in the middle of the night

How do I get it off???

That's a locknut on it. Previous owner should have left lock-nut socket for un-screwing it.
