Radiator Fans not kicking in

Hi all, I have a 2011 diesel Impreza, I have noticed over the past couple of weeks car had been running hotter than usual and loosing some coolant. No signs of water in oil or bubbles in radiator while running.
I have noticed though that the coolant temperature is exceeding 100°C and the fans on the radiator are not kicking in to aid in cooling.
The fans on the radiator have stepper motors and I don't have a driver to test them (possibly both fans have failed), relays all seem to be good I have changed the coolant an issue is persisting.

Just wondering has anyone come across similar issues before and found a solution?
 
If there the same as hawk eye 2006 model the fan motor is gone if not kicking in I replaced mine wasn't kicking in
 
It’s usually the variable fan speed motor that goes in them
Get a good diagnostics and you should be able to Run the fans on and off on and that will tell you if the fans are gone .
You have power going to them but they’re’ just not kicking in .
