Wheel touch up

Im looking to buy ther Rota touch up paint kit for mine as i scuffed one of the wheels a bit and it stands out a mile on the gunmetal. Does anyone know the best method of using this paint, should i sand the damaged area or that or just blob it on and let it dry!
